Subheading 400922 of the Combined Nomenclature covers tubes, pipes and hoses of vulcanised soft rubber that are reinforced with metal only and are fitted with couplings or other accessories permanently attached at the time of importation. The product must satisfy both conditions simultaneously: the hose wall is reinforced exclusively with metallic layers – steel wire braid, metallic spiral, helical coil or another metallic reinforcing insert – and at least one coupling, connector, valve or end fitting is permanently attached to the hose before importation. Where the reinforcement combines metal and textile or plastics layers (e.g. a steel wire braid plus a polyester or aramid fabric layer), the correct subheading for an assembly with fittings is 400959. A common tariff error is the classification of hydraulic hose assemblies with metal fittings under Chapter 73 (pipe fittings) or Chapter 84 (machine parts) – crimped fittings are an integral part of the hose assembly and do not shift the classification to another chapter where the essential character remains the rubber hose.
