Subheading 400932 of the Combined Nomenclature covers tubes, pipes and hoses of vulcanised soft rubber that are reinforced with textile materials only and are fitted with couplings or other accessories permanently attached at the time of importation. The product must satisfy both conditions simultaneously: the hose wall is reinforced exclusively with layers of textile material – braid, yarn, cord or woven fabric of natural, synthetic or high-tenacity fibre – and at least one coupling, connector, valve or end fitting is permanently fixed to the hose before importation. Fittings include threaded, socket or push-fit connectors, barbed nipples, swivel joints and flanges made of metal, plastics or rubber. Finished hose assemblies of subheading 400932 are widely used as ready-made compressed-air hose assemblies for pneumatic tools; garden and agricultural watering hose sets; fuel delivery hoses for machinery; chemical service hose assemblies with chemical-resistant couplings; finished acetylene and welding-gas hoses with valve connectors; and food-grade liquid transfer hose assemblies with sanitary fittings. Subheading 400932 is the fitting-equipped counterpart of 400931 – the sole distinguishing criterion is the permanent attachment of fittings at the time of customs declaration. The decisive moment is the condition of the product at customs declaration: fittings must be crimped, screwed or otherwise permanently joined to the hose before importation for the product to fall under 400932. Fittings supplied loose in the same package but physically unconnected to the hose do not qualify the hose for subheading 400932 – the hose is classified as 400931 and the fittings separately (Chapter 73 or 39, depending on material). Metal-reinforced hose assemblies with fittings are classified under 400922; plastics-reinforced hose assemblies with fittings under 400942; hose assemblies with combined reinforcement and fittings under 400959. Complete hose assemblies incorporating additional accessories such as spray guns, air blow guns or reel attachments may require analysis under GIR 3(b) or 3(c) to determine the essential character of the set. A common tariff error is classifying finished hose assemblies with metal couplings under Chapter 73 (pipe fittings) or Chapter 84 (machine parts) – crimped fittings do not shift the classification to another chapter where the essential character of the assembly remains the rubber hose.
