Definition and scope of CN code 401519

CN code 401519 covers gloves of vulcanised rubber other than medical gloves classified under CN 4015. This category is very broad and encompasses gloves intended for industrial, laboratory, household, gardening and all other non-medical uses. Industrial gloves in this category are designed to protect against chemical substances, abrasive materials and physical hazards present in the workplace. Laboratory gloves provide protection for researchers working with chemical reagents and biological substances. Household gloves, commonly known as kitchen or cleaning gloves, are intended for domestic tasks requiring contact with water and cleaning agents. This code covers both disposable and reusable gloves made from various types of rubber, including natural latex, nitrile, neoprene, butyl and PVC.

Industrial and household applications of CN 401519 gloves

Gloves under CN code 401519 are used across many industrial sectors. In the chemical industry, gloves resistant to aggressive acids, alkalis and organic solvents are employed. In the food industry, gloves safe for food contact are used, meeting sanitary standards without the need for medical certification. Electrical gloves protect against electric shock and must comply with IEC standards. In construction, cut- and abrasion-resistant gloves are popular. Manufacturers of industrial gloves must ensure compliance with the EU Personal Protective Equipment Directive. When importing, the protection level classification of the product is important, as Class III gloves require notified body intervention, which affects import documentation requirements.

Trade and tariff classification of non-medical gloves

Gloves under CN code 401519 represent a significant item in international trade, with production concentrated in Asia, Latin America and Eastern Europe. Correct classification under code 401519 rather than 401512 is critical and depends on the documented intended purpose of the product. Customs authorities may require additional clarification when a product resembles medical gloves in appearance. It is important that labels and commercial documentation clearly indicate the non-medical nature of the goods. Gloves with food-contact certification, gardening gloves, protective gloves and household gloves are typical examples of products in this category. When determining the customs value, the total cost of delivery, insurance and freight must be taken into account in accordance with EU customs valuation rules.

Frequently asked questions

Which rubber gloves are classified under CN 401519 rather than 401512?
CN code 401519 covers all gloves of vulcanised rubber not intended for medical use. These include household gloves for dishwashing and cleaning, gardening gloves, industrial gloves for working with chemicals, laboratory gloves for general reagent work, and electrical and construction gloves. The key distinguishing criterion is the absence of medical device certification and the absence of a medical intended purpose.
Do disposable nitrile cleaning gloves fall under code 401519?
Yes, disposable nitrile gloves intended for cleaning, household or industrial use that do not carry medical device certification fall under CN code 401519. The intended purpose of the product and its documentation are key. If the manufacturer clearly indicates non-medical use and the product bears no CE marking as a medical device, it is classified as code 401519 regardless of the material from which it is made.
Is special documentation needed to import industrial gloves under CN 401519?
The documentation required for industrial gloves under CN 401519 depends on their protection class. As personal protective equipment, gloves must comply with EU Regulation 2016/425. Class I and II gloves require a manufacturer declaration of conformity, while Class III gloves require a notified body certificate. For importation, a commercial invoice, packing list, certificate of origin and, where applicable, test results confirming compliance with European standards are required.
